Asbestos was chosen as a material for use in cement because it was long lasting, able to adhere to numerous different surfaces and form strong bonds between them, and because of its highly fire retardant properties.
The fibres can be safe when they are left undisturbed, but they can be released by any kind of abrasion. This abrasion might be deliberate (for instance, building works that involve cement bonds being broken with a pickaxe whilst the contractor has no idea that the bonds contain hazardous fibres) or it might be the result of a non-human-driven process such as weather damage.
